theres a big differnce in registering and paying 100 dollars, then walking in off the street to pick someones brain for some answers.
Perhaps your in a smaller town where school security is not such a big problem?
I know for a fact if someone not school age walked into my kids high school the administration would detain this person untill they could provide a darn good reason why they were there.
If the reason wasn't up to snuff the cops would be there quite promptly.

no there's not a big difference because you can't see beyond you minimal capacities.
I live in a city that exceed 1 million population. yes there is security, but that doesn't mean the general public is banned from accessing the resources their tax dollar pays for. however you need to have a clue in how to access these resources which you are obviously lacking!

from 1st glance with my minimal capacaties I see a difference of 100 dollars and a registration.
