I was having this problem about a year ago in my '02 Caravan. Couldn't figure it out, was obviously not the AC system, etc. I was told by our local Dodge dealer that they have a "water leak specialist" who travels from dealer to dealer and is only available by appointment. They found a problem with some kind of panel seal on the firewall someplace and fixed the problem. It wasn't cheap (about $200 I think) but it hasn't leaked again since.
Of course in my case, the water leaking into the passenger footwell would only occur after it rained or the car was washed. If you're getting water in dry weather, it's probably something else.

It's comining from your AC drain tube. Chrysler has known about this problem for years but refuses to do a recall to fix it but they do have a repair kit to fix the problem in the parts dept. It's a rubber 90* tube that fits over the AC drain tube on the firewall that keeps the incoming air from forcing the condensation from the evaporator back inside. It's about $10 IIRC.
