Question 1997 3.3L caravan wont start

I have checked the starter, and solenoid, the ignition switch is good ,relays swapped ,I am puzzled with this one.I can turn it over from jumping the starter relay, but it wont fire.We drove it to the pool cut it off and it wouldn't start back.I replaced the pcm this past winter,Thanks for any advise.

Welcome to DF
First you need to make sure the battery is fully charged, With either a 12 volt test or DVOM and ck the for voltage drop on the B+ wire at the starter and with someone turning the key. Ck for ignition voltage at the small wire going to the starter. And post your findings.

I have power to the starter, the ignition switch, relays, and fuses.I used a jump box when jumping it over at the relay so it has plenty of juice going to the battery.I put a new ignition switch in nothing, swapped the relays, nothing,I thought maybe it was something with the security system unlocked the doors manually w/key and key pad.Is there a neutral safety switch that may cause this?If so where is it located? Thanks again.

What is odd is that I dont have to have the brake pedal pushed in to shift in to drive.Just the key on.

I dont have ignition voltage at the small wire going to the starter. It did read 4 once but didnt turn over. The B+ had @12v to it,I can jump the two of them and it turns over.
