Welcome to DF

Okay, you are saying the fans don't work unless you apply 12 volts to the curcuit?

The wire is corroded causing high resistance. It usually gets damaged down by the bottom of the radiator on the drivers side. You need to find the bad spot in the harness and repair it.

Sorry so late, very busy at work. The radiator fan relay is attached to the front bumper reinforcement behind the fascia.
