Fuel Pump Connector - Testing Question

My 2002 Dodge Caravan SE is having Fuel Gauge issues. At the moment the needle is stuck on Empty. I've already performed a diagnostic (hold down Trip button) and the needle passed moving to all proper gauge points.
I looked under the car for the fuel tank and removed the fuel pump connector. I placed a wire in pin #3 (blue-white connection) and attached the other end to the bottom of the car (ground the wire?):

When i turn the ignition key to ON (didnt start car just ON) the fuel gauge remains on E.
Just to be clear am i "grounding" the pin correctly and should i be grounding pin #3 to test the fuel level sensor or is it a different pin?
From this test alone the forum post i was following says if the fuel gauge does not jump to full after grounding then the problem is likely elsewhere and not the Fuel Pump Module.
I just want to make sure I'm performing this test correctly before assuming the problem is elsewhere.
