Question Leak Detection Pump (LDP) - Is this it?

I'm looking to identify the problem with my Fuel Gauge being stuck on Empty (the diagnostic test [hold trip button down] shows the needle to be fine). I've been told to check the Leak Detection Pump and Leak Detection Filter

The LDP pump should be bolted to the plate under the van. The rack n pinion is above the LDP pump. The the filter/canster is bolt to the K-frame and the floor.
