Default 2001 rotor thickness

Our 2001 recently developed steering wheel shaking during braking. I'm assuming the front rotors need to be either trued up or replaced. The rotors have never been turned and the pads on there now are only the 3rd set in 174,000 miles, have only 18,000 miles on them and have plenty of life left on them.
I measured the front rotors and measured them at 1 3/16"(30.16 mm) using a simple caliper set. Where I'm confused is that the service manual I have indicates the rotors when new are nominally 24mm. It does indicate that AWD vans have 28mm thick rotors but our van is FWD.
What am I seeing wrong? The van does have the towing package but I don't remember if that had heavier duty brakes.

if those are still orginal rotors, they have done there job, time to get some new ones,

and depending on you I would put new pads to go along with the new rotors, no sense taking a chance with the new rotors due to reusing the old pads

I cleared up at least part of the confusion on the thickness. It turns out I was looking at the manual for a 2000 Caravan which was sent to me by mistake when I ordered the one for a 2001(it's now in the trash). The 2001 manual lists the nominal 28mm thickness as correct.
Based on removing the pads from the left side and seeing the pads themselves, I'm going to go ahead and replace rotors and pads.
Now onto installing the Chrysler stabilizer bar bushings and getting rid of the Moogs.

Now that everything is completely apart, I can see that the inner pads are worn more than the outers and the inner side of the rotors have noticeable scoring. I'm assuming this means an issue with the calipers or hoses.
What would be the best way to figure out where the problem is?
