for pad uneven wear, chrysler recommend you to replace the Brake pad Bracket and install new shims/hardware. most of the time is the rust build up in the bracket and drags on the brake pad.

That is good to know...however in this case it is most definitely either a caliper or hose issue as the wear issue is so dramatic and the rubbing on the rotor on one side so pronounced.

I think your idea of bending the bracket would work, but I am just curious if anyone else out there knows whether using the 13mm slot wrench (compressing the 3 fingers) is the "official way" of removing the e-brake from the caliper.
