Default Power Outlets Dead, Fuse OK

Mine is a 1999 Grand Caravan. Kids put a metal object in the dash power outlet (cigarette lighter). Both dash and rear outlets stopped working. Fuse, right? But the "cig lighter/accessory" fuse is fine. I replaced it just in case -- both outlets still dead. What could it be?
Thanks!

I would remove the outlets and check the wires for power and ground. If you have power and ground, then i would replace the outlet.

Thank you for your response. OK, I'll do that, but how would that explain both outlets being dead?

If you don't have power and ground, that maybe the reason both are dead. Wiring or another fuse that controls that circuit.

OK, here's what I did:
1) Checked a 9-volt battery with multimeter - 9v fine. Then checked from positive of that battery to ground of both outlets: nothing with the key in either OFF or ACC position.
2) Still in DC voltage mode, checked outlets with key OFF. Nothing but parasitic fluctuations of a dozen millivolts. However, with the key in ACC both outlets run up to about 390 mV and hold there; once the key is turned off, the displayed voltage slowly ratchets back down to about a 100 mV. What could this mean?

Compounding the problem is that I can't find a wiring diagram that shows power outlets. My Haynes manual doesn't seem to have them either on the chassis diagram or any other. Or am I looking in the wrong place?
