Hi Fred
Welcome to Dodge Forum

I would unplug the fan speed blower resistor and see if the problem stops. Also check the connector for black marks, this means the connector is shorting to another wire.

Pulled blower resistor and still have the same problem. Could the problem be in the body control module or the front control module?

If you disconnected connector #2 at the resistor and the blower still runs, that means the dark blue/yellow wire is shorted to ground in the connector. The motor gets ground through the speed switch AFTER running through the resistor.

As to why the blower turns ON with key on, the fact that it also turns on the A/C leads me to believe you have a shorting/corrosion issue with the Intelligent Power Module
