Picture? and did you buy the car new or used? This sound like any Aftermarket accessory.
It could be an Alarm or GPS tracking unit.

Default Solved !!!! Oh the irony

Hey, please see the attached screen shots.

It looks like my wife (from new) "won" a free rust treatment from Dodge, and they fitted a "duh daaaaa" a rust protection device, along with coating of underbody rust preventer.

The units light was flashing so I don't know if that ment it was working, but the actual connector was "RUSTED", oh I laughed so frigging hard.

An anti-rust device which rusted up !

The body is great, but thats more to the PROPER coating that this snake oil

in the first picture the highlighted bit is where a terminal wire snapped off, and the little sun drawing is where the RED LED was flashing

They are trying to mimmic the devices they use on ships (i think there's a clip on youtube) that use anode/cathode systems that flow static electricity produced by moving through salt water and cut down on the salt adhesion/corrosion. (short bus explanation)

I did see a couple of these on travelers' cars from up north. They were still pretty rusty, but I had nothing to compare it to.

Cathodic protection.
