Default 99' Dodge GCaravan Steering

This morning:
Van started up just fine. No check engine light. No funny sounds.
When I went to back out- the steering wouldn't turn. I was barely able to turn the wheel and pulled right back in and shut the engine off. I drove it last night and nothing seemed out of the ordinary.
Help?
What is this and how much does it cost to fix it?

UPDATE:
A cousin told me hers had done the same and magically came back on. So I went outside and let the car heat up for about 5 minutes. And the steering was fine. Still too nervous to drive it because I have small children and it's icy up this way. Any possible reasons why the steering would go and come back like that? And should I trust it?

It maybe because the fluid temp is below 32 degrees. The fluid flow doesn't do well in cold temps. You may also find the transmission will shift odd too.
