[3rd Gen : 96-00]: 96 Caravan No Signal To Injectors

96 Caravan No Signal To Injectors
I'm battling with a 96 Caravan 2.4
It started when the vehicle began misfiring which I think was caused by carbon tracking on two cylinders. When I corrected this problem and started it,the van ran for about 2 minutes then stalled.
When I tried to start it again it would only turn over, but not fire off.
A friend came over with a Vetronics scanner, but it could only access a part of the computer.
We did some troubleshooting and found no spark.Found a short in the coil third wire pulse circuit so replaced the PCM.Still no spark so replaced the coil and got spark!
Still no start so checked timing, found good.
Replaced cam and crank sensor,no start.
Checked fuel injectors with noid light and got no signal.
Auto Shutdown Relay is good.
I have something else going on that may have an affect here. The horn is out so I figure the clock spring is done. But I have no air bag light coming on.If the clock spring is shot wouldn't I get an air bag light staying on?
And if this air bag circuit is open would that prevent the vehicle from starting by cutting the fuel injector pulse?
