Yes. Remove the rear blower relay. On the bottom of the relay you'll see the contact ID numbers. Find 30 and 87. Correlate those contacts to the socket on the panel. Take a short length of wire and connect the two contacts on the panel. No need to turn the key on.

Chances are you have a toasted blower motor or controller or wiring problem. I would access the motor connector and see if there's power and ground there. If you see it there the motor is toast.
BTW - Do you have auto temp controls and did you turn the key to on/run? Sure the fuse is good? I'm showing 20 amp fuse J15 on a diagram for an 08.
