[3rd Gen : 96-00]: Who has a 99 caravan ?
Me. His name is FrankenVan. Bought him new when my son was just a wee toddler. Son is 20 y/o now, and FrankenVan has ~94k miles on him. I'm his "personal mechanic," and have given his engine a lot of TLC (sorta) these past few years. Not the cleanest vehicle in the neighborhood (inside, outside, or under hood), but has lots of new pieces parts under hood and runs like a champ.

Yes, fan comes on when I start the van (with or without A/C on) and goes off when I turn the van off after driving (hot). I did have a problem a while back with the fan not working, never turning on, but once I replaced the coolant temp sensor, problem solved.

Thanks so much! Everyone was saying the fans come on at 200 degs., or when the a/c is turned on. I testing my new coolant sensor per manual it's ok. Not sure if relay (by the headlight) is bad but when I disconnect it the engine light comes on. If I jump the relay (by fuses) the fans come on. When I unplug the coolant sensor the fans come on.
As for fans coming on at 200 deg, I don't know if climate affects that. I live just outside of New Orleans, so even though it's Fall everywhere else, it's still in the 90s down here with the sun beating down on it all day. In other words, mine may have 100 deg head start. Regardless, I'd rather my fan come on too soon than too late.
Obviously, I'm just throwing things out there. I'm not a pro by any means, but thanks to YouTube and asking a lot of questions, I've been able to learn enough to keep FrankenVan going without paying a fortune or worse, getting ripped off. The two YouTubers I've learned the most from are 905speedgta (he had a 98 caravan that needed a lot done under the hood and I was able to fix a lot of things by watching that 2-part video) and Scotty Kilmer (you can ask him questions on G+ and he'll answer pretty quick; he's got nearly 50 yrs experience).
