Double check the M30 fuse, it is a 15 Amp Blue fuse for the Rear Wiper Module, Power Folding Mirror, and J1962 Diagnostic Feed (OBD2 port).

Did you actually test for power on pin 16 of the OBD2 port?

I can't look at vehicle specifics right now, but in most cases, the battery positive feed for the OBD2 connector is on the same fuse as the power ports (or, as they used to be known, cigarette lighters).

Check your owners manual for location on interior fuse panel - sometimes they're hidden in funny places.

I didn't read this closely enough the first time - which one do you mean:

1) The scanner will not power on.
2) The scanner will power on but will not read codes.

If it's the second, it's a separate issue from power supply. You'd want to be looking at the data circuit between the OBD2 port and the PCM.
