Popping usually means that the speaker is blown.
Do you still have the factory system in or have you had it replaced? You can fade out the speaker with the controls to verify it. If it is one of the rears, fade it to the front. No popping from those, the you can rule out the stereo and look to getting new speakers.

If all the speakers are doing it, then we can rule out the speakers. Below 22 volume would tell me you either have a bad ground or a bad amp. Most likely the amp though.
If you are losing sound at all, you can look at a bad ground. If you are not losing sound and have the constant popping, then it will be more towards the amp. Ground can be repaired cheaply but if it is the amp, it will require to be replaced.
Did you buy it new? Do you still have the warranty? If so, take it to the dealer as both would be covered under the bumper to bumper warranty. If it is out of warranty, it will be cheaper to take it to a car audio place as they are much cheaper.

Check the built date of your vehicle, see if TSB below applies. it is on the sticker by the driver's door. And do you have base radio or 8.4" touch screen?
