Default aftermarket headlight help PLS

hi there, i own a 2012 dodge charger SXT.

back in October 2020, I bought some aftermarket headlights from Vland. (link: VLAND Dual Beam Projector Headlights for Dodge Charger 2011-2014 (w/ D2H HID Bulb Set. RHD and LHD Versions))
I tried installing them myself, they advertise as plug & play - and realized the company may not have sent me every part; come to find out i’m missing the ballast they said they included. I went to a reputable HID place in town where i’m from, and they quoted me (very expensive might i add):
  • 2 Ballasts, priced at $65 each
  • HD Relay Harness $42
  • HID Decoder $17.50
  • labor for installation is $200

for a whopping total of nearly $430.
do i really need all these parts ? is this a ridiculous amount to charge ? I need insight , ty

Call the company you got the headlights from, and ask 'em about the ballast.
