Default 1975 318 no fuel to carb

I have a 75 Coronet w 318. New fuel tank, carb, filter,fuel pump and gas tank. The fuel pump is not bringing fuel to a clear fuel filter. Could the new fuel pump be defective? It was working...also when was working the fuel would drain back into the tank after a few days and be very hard to start. Any ideas how to fix this. Could the crankshaft be worn and not properly working fuel pump?

Take the fuel feed line off, put your finger on it, have someone crank the engine. (carefully please) Does it try and suck your finger in?

Where is the filter located? Motor hot or cold?

Filter under hood PAST fuel pump. Engine cold.
