the best I can tell is that this isn't a film, but instead it's a deterioration of the plastic casing. The plastic itself is losing its sheen and the buffing/sanding/stripping is just getting rid of the dull outer finish.

if this is the case, then new lights would be the answer, unless there were a way to split the light casing open to buff out the interior. Even if it were possible, I don't consider that worth my time. I'm going to stick with buying some nice quality lights, it's an improvement over the ones that come stock.
