2000 dodge neon timming belt
Yes. But your water pump is also driven by the belt along with the belt tensioner and idler pulleys all being driven by the belt and age and miles only makes these things age fast. You would be wise to consider changing these items too. They come as a kit to make it easy to get.
A water pump alone is about $40, the belt is about $25, the tensioner and pulleys about another $60ish, and the entire kit is about $120 to $150, so you decide.
Cost for long term piece of mind.....priceless......

What about it? You asked if there was anything to mark. There is not.
Do you know how to read the Haynes manual and follow the procedures listed in it to change the timing belt? That is what you must do. Nothing else. Yes, you need to have the car's #1 cylinder at TDC. Actually, for SOHC, it has to be 1/2 tooth off on the crank when putting the belt on to allow for the final adjustment and tensioning.
Best advice I can give.....
I still do everytime I work on one just to make sure I get it right the first time.

There are marks already there from OEM. There is the marking on the timing gear to line up with the mark on the block, there there are marks on the sohc inner timing belt cover to line up with the OEM cam gear. Strongly suggest reading the proceedure thoroughly before attemtping.
