Default Oil in air filter?

Is it "normal" for oil to be on the air filter element? Where would it come from? I checked mine today and noticed some on the paper element. It's dirty(12K) so I'm going to change it.

That much? seems like a lot, it looks like it seeped in from somewhere, kinda looks like somebody poured used engine oil on it.
