The shutoff solenoid that you fussed with has to have a perfect measurement on the actuator. If that solenoid is misadjusted, it can cause hard starting.
I may offer another thing to look at as well. On the fuel return (hard line) right off the P7100, there is a relief valve that regulates when the retun line gets fuel sent thru it. That valve has only so much life. I am sure that someone here can come up with a pic. Mayfair has my back. Watch what he can do.
Just ask for the chimp pic.
Continuing....lol, if that valve sticks in the open position, it's very difficult for the lift pump to create the desired pressures.
Try this. Leave the shutoff solenoid alone. Start the truck, and as soon as the starter cranks, press down on the pedal about a 1/4-1/2 inch. Or as best as you can..... See if the starting improves. If so, I would change the relief valve, and then adjust the idle. There was also a HUGE problem with throttle cables back from 94-96. They freyed quite quickly. So make sure you inspect that if it's original. They do stretch. Not many people change them. I've done mine 4 or 5 times.
I'm rough on my baby.lol.
Anyway, hope this helps. Others will chime in soon, I'm sure.
Good luck with your ride.

RE: 96 dodge diesel hard starting
Nebie to your forum here! Thought I would chime in on this issue. I have replaced my fuel shut off solenoid 3 times in 5 years! I bought one from TST here in Indiana another OEM on eBay and I am told that in most cases when I would play the get under the hood trick to start and stop my truck, it may not have been the solenoid. Rumor, and I stress rumor... has it that the circut the puts power to the solenoid runs through the starter for the pull coil. The contacts in the starter are sorta small and there is a fella on eBay that sold a kit to up grade the contacts to these big honkin ones that cured the no start issue. You still have the hold coil working, which requires a lot less juice to do it's job. I guess the contacts are the problem in a lot of these no start issues.... just my 2 cents! If anyone has any actual facts on this, please speak up!! Thanks!
