I know it sounds like a silly question. . .but did you get the thermostat installed correctly.
second, you may have a hydrolock situation in the head causeing the thermostat to not open. or have water circulate properly. do you have an EGT gage and monitor it???

You have to remember that it takes time to heat up 7.5 gallons of coolant and then 1,000 lb of steel. The other day it was -21.9 below zero, block heater plugged in for 4 hours, my Dodge winter front had all 4 flaps closed off, back it out of the garage and drive 4 blocks around to the front of the house for 5 minutes of high idel time. Then a drive to town at speeds between 50 and 60 MPH. It took my truck a good 18 miles before the temp guage showed full operating temp. BTW after 4 hours of it being plugged in and 2 minutes of idel time I get 50 degree heat from the vents with fan speed on 1.
