Default 95 diesel need help

I have a 1995 Dodge Cummins Diesel. In 2005, I took it to a dealership to have the a/c repaired. They did some recall work on the TPS. It would hardly shift gears after that. They put a new TPS in and it ran but not the way it should. The mpg went from 19-20 to 14-15 mpg. I havn't used the truck much since then. Now it will hardly move. If I get it moving when I let off the petal I will have to restart it just to get it in gear. I'm pretty sure it's not the transmission. Someone told me it is a vaccuum line.
Please help.
