98 2500 Fuel injection pump
I'm hoping to find out that we have the wrong diagnosis.
My husbands 98 Ram 2500, 24 valve cummins started to lose power, and would only go as fast at 15mph on flat road. He changed the fuel pump, and now it will not start. Is there anything else we should try before replacing the injection pump?
PLEASE tell me we're wrong!

First thing to do is get it scanned for codes.
If you get a P0216, Injection Pump Timing Error and the companion code, you know the VP44 is dead.
As mrfarrell said, make sure he bled the lines otherwise the truck will not start.
Here's the main thing, if that lift pump was dead and the truck was only hitting 15 MPH, it's MORE THAN LIKELY that the damage was already done to the VP44.
The only other thing you might have going on is a bad APPS (Accelerator Pedal Position Sensor).....but, I'm almost willing to put money on it that you'll be replacing the VP44.
