Default 1996 cruise control problems

I have a 96 2500 with a new cruise control problem. A couple of years ago, I replaced the vacuum line under the battery holder and it's been fine until this week. I started getting the same symptoms as I had with the bad vacuum line but I can't find any vacuum problems this time. I checked all the other lines for leaks and can't find any. The cruise comes on but immediately starts to lose speed once set. Holding the accelerate button will pull the speed back up slowly but once released, it decreases right away. This is exactly how it acted when the vacuum line was bad. I have searched the forums and all I can come up with would be the servo is going out or the vehicle speed sensor is bad? Any ideas on how to test those?

more than likely its the servo, the battery asid is always on it, and it will give the same symtoms as a vacuum leak
