Default Can't manualy shift automatic trans from drive to 2nd or 1st

Hey Guys, first time posting. I just bought a 2001, Ram 2500 diesel, 4x4 automatic in Costa Rica. The truck runs great,plenty of power and shifts correctly through all gears in drive or OD. But I cannot physically manually down shift from Drive to 2nd or first. The shift lever seams like it is physically as far down the column as it will go,it just stops, but it stops in Drive and not 1st. Its almost like the linkage from the shifter to the transmission is out of adjustment. The dash was recently fully apart to to do A/C work but I bought the truck after that work was done so I don't know if it would shift correctly or not before the work and of course the old owner knows nothing about the shifting problem. Again the truck in Costa Rica so I don't have a lot of faith in the local mechanics to start blindly searching so I would like to have an idea of where to start. thanks in advance.

I had the same issue and come to find out the previous owner replaced brake lines and they were in the way. I just bent the lines a little more and now no problem. It was by the linkage. Something to maybe look for.
