first gen as in 12v VE pump?
umm no...
that engine would never fuel it. It would lag like a ridiculously slow pig and huff and puff smoke and never get on top of the turbos...
also ATS turbos are ridiculously over priced and not worth the money at all.
go for something like a hx35w over ht3b or hx35w over S472
they will spool up nice and quick and give one hell of a power band

P-pump is another story...but ask yourself this:
what are your plans with the truck, and what kind of power are you looking for?
do you tow, daily drive, sometimes drive?
I ask because even with a P-pump, unless you have a common rail truck, those twins are too big for the street. you will never spool them in the normal rpm ranges and just smoke out every road you drive on....twins that size on a mechanical injection truck = a trailer queen for competition only and 800hp+

i would run smaller twins then...
biggest I would go for a street truck is a 362 over 475...
anything else is just going to be too laggy and smokey for street use.
now you could go bigger and run a supercharger with the twins which would eliminate the turbo lag and excess smoke...but those setups are not cheap by any means...

If you want nice smooth drivable power keep the VE. If you are dead set on more than about 450hp on fuel go p-pump. It will not be nearly as pleasent on the street, but the sheer fuel flow will be there. With my current setup I am estimating 350hp and 1000ft-lbs. And it is so easy to drive I let my fiance borrow and drive it all the time (remember its a 5spd). A 20 year old mechanically injected diesel that is this powerful and yet still easy to drive is pretty impressive.

350hp and 1000ft-lbs? No. At 350hp you're scratching 700ft-lbs, maybe a smidge more.
A 66 and a 72 are not a good combo, regardless of truck and injection pump. Your primary is too small for the secondary, or the secondary is too big for the primary. The A5k is a decent primary, works very well with a stock CR HE351. I'd be looking at a smaller secondary and gate around it, or ball bearing.
