Default OBDII software for Windows

Have seen lots of mixed info here. Most says that you need a scan tool or etc. I have a USB OBDII adapter that I use on my F150 to make edits that are necessary. What does it take to do the same with a RAM. Mainly the TPMS values that I want to change. In Nashville, Indiana if that helps.

So far, the only reliable software I am aware of is the HPTuners stuff. (link over there on the right) Keep in mind, it is not inexpensive......
