Default Shuts off at stops and has low power

I really need help with this one:

Bought a completely stock 2003 2500 5.9l 24 valve with 100k miles ( 4x4 and automatic)

The issue:

-Truck is definitely lacking power or “get up and go” when accelerating.

-when at operating temperature (180 degrees) and with a full fuel tank the truck will not go faster than 50 mph even if you floor it, and when coasting into a stop or using the brakes to stop at a stop sign the rpms will flutter then drop to 0 shutting the truck off. Truck starts up right away with no issue but does it at every stop.

- when it’s at half a tank of fuel or less there is no issue except the lack of power even at operating temperature.

- truck does NOT shut off if I coast in/ slow down while in neutral to stop.

- struggles with shifting but only when it’s at a half tank of fuel or more.

-no codes have ever come up at all with any code reader from a variety of shops.

A one time occurrence:

- at half a tank, at operating temperature, the truck would not shift into 2nd, even at 2,500 rpm and even if I let off the petal to give it a chance multiple times. And once it did shift to 2nd I could not get it to go to 3rd. I checked trans fluid on flat group in neutral and it had plenty. Once I shut the truck off and cycled the key 2 times and turned it back on it was totally fine no issue.

This truck has been to a dodge dealership, transmission shop, diesel performance shop all in Chicago area with absolutely no results. I’m starting to run out of ideas. Anything helps.

Welcome aboard, I have moved this to the diesel section, so hopefully you will get better info here.
