I just want to minimize the time oil is not being pumped to the turbo.

I will agree that with non-turbocharged engines, I dont fill the filter. there is enough still in the upper parts of the vavle train to keep them lubed untill the new stuff hits, but with any engine that has a turbo on it, I make sure that filter is full.

Well I cant say I blame you be/c I do the same on my own. Hope no hard feelings I was just stating what I had been told. I do think it is a little crazy that caterpillar says not to fill the filter in the middle. I mean some on the oil out of the jug cant be that dirty.
