If they're the same as my '96, loosen the 4 bolts from the backside, and remove the large center nut from the axle. Put a socket or other properly sized piece of steel, between the bolts and the axle housing. Then turn the steering wheel. You'll need another pair of hands. That should push them off. You may need to alternate front to back.

Remove the kotter pin and axle shaft nut. Then loosen the 4 hub bolts. Just loosen them about a quarter inch. Get all 4 turned out equally, then start tapping them with a ball peen hammer. Spray some PB blast. DO NOT be in any kind of hurry. No slide hammers, no torches, just patience. They will wotk themselves otu with the spray. You can even use a flat tip on an air hammer to vibrate agaibst the bolt heads.
Before you reinstall them, sand the hole that the assembly fits into. Then apply some no seize before reassembling.
Always make sure you put the rock guard and any shims back in the correct order. Torque the bearing bolts in an "X" pattern.
After you remove the hub, then you can pound out the lugs and replace your rotor.
Good luck.
