I have no idea what that contraption is...but if it gave 1000 miles to the gallon it "STILL" wouldnt be on my truck what ever it is it looks like...(shut my mouth!)

Maybe something for one of dem tree huggin environmental bastards that want to eliminate the nice black cloud that occurrs when we mash that pedal on the right to the floor.

The more I look at it looks like one of those flamethrower exhaust type things see theres two sorta prongs near the end that would be sparkers and the plumbing would be for the fuel to light the flame out the end. I know that with gas engines they use a cut off switch to let raw fuel into the exhaust but perhaps that's what that is there.
