The relays need to be plugged in.
Okay, so it does sound like all of power is getting to the relays but the relays are not turning on. I also assume that if you hold your finger on the relays you aren't feeling a click when someone turns the key on and off? If that's the case then, 9 out of 10 times this means either a fuse feeding the PCM is blown or the PCM is no good. There's also a small chance your ignition switch died, but that is rare.

If the relays are clicking but there's no power coming out of them then they're no good. I'm hard pressed to believe both would go at the same time, so maybe the fuel pump relay is okay and just the ASD relay is shot. I think for your van the two relays are an assembly so you might end up replacing both anyway.

well I got the part.....just plugged it an and still the same thing......no spark.................this is my only trans.....praying it wasnt computer.....
