Update. Stopped at Dodge parts dept in town today and they say there is supposed to be an "Evap Canister Vent" attached to the end of hose number 3. They could not find a listing for the part but promised to call me when they do. I'm not holding my breath.

Anyway, the parts guy says this probably amounts to nothing more than a breather filter that allows venting to the atmoshphere while blocking debris and water from entering the hose.

I put a clean piece of cheesecloth over the end of the hose and secured it with a zip-tie for now until I can locate the correct piece at the junkyard.
