And could this be why my van is running poorly?

Air pump tube. By pumping air into the CC it causes unburnt fuel to burn. This reduces emissions.

hell yeah it is, but it's permanently on because i bypassed the ECU voltage reg.

Does the nut on the end of the pipe spin? Did mine snap in half?

It's supposed to spin, and yes it looks like it snapped off.

The replacement catalytic converters come with a chunk of silicone hose to join between the pipe and the new cat. There is no way you are going to fix that.

You don't think I can drill out the broken part and put a new air injection pipe on? Or if the threads are damaged have someone weld on a nipple and just use hose?
