Found this thread on the Wrangler forum and according to it this is the "torque converter lockup solenoid circuit".

What engine/trans do you have? I would expect a 46RE in your van????

I have no idea what the thing is, haven't seen one before. But, if you have a three-speed trans...... It *might* be for the TCC.

Update; On the way to work this week I had a small window of maybe 10 miles where the speedo and cruise worked. Other than that, no change. Leaning toward the PCM as I have no volts at the diff speed connector. Any additional thoughts?

Verify you are getting power OUT on the 5 volt circuit from the PCM. I think there is a splice somewhere, and it runs off in all directions from there.
