I have a 98 B3500 5.9 liter van and it died while I was going up a hill after a stop sign. No check engine light, before it died I smelled electrical burning but didn't see any smoke. I've replaced the ignition coil, spark plugs, distributer cap, rotor and pick up, and crankshaft sensor. Only other thing I can think of is the ECM. I am in no way a mechanic so please KISS

So you still get crank and no start? Could be fuel pump. Those tend to act up on hills when they're weak. I don't know about the burning smell... codes would be helpful.

It was the ECM. it's running almost fine now. Just gotta get it reprogrammed

- Replaced the fuel pump and the fuel pump still wouldn't turn on
- While I had the fuel tank dropped I checked for 12V at the connector and wasn't getting power.
- Checked fuel pump fuses and relays. Found out that if I used a wire and jumped the relay I got 12V at the fuel pump and it would come on.
- Vehicle still wouldn't start.
- Got a noid lite and tested the fuel injector harness. The noid light didn't light up.
- Checked for 12V at the fuel injector harness and wasn't getting power. Jumped the ASD relay and got power to the fuel injectors but still not getting illumination at the noid light on crank.
- Tried testing the ASD and fuel pump relay ground terminals/socket for continuity and this failed but not 100% positive I did this correctly (grounded my multimeter at the battery terminal ground and then probed the relay sockets ground terminal and did not get continuity)

The PCM isn't engaging the ASD and Fuel pump relays. You will only see ground on pin 86 when the PCM thinks those relays should be energized.
ASD relay supplies power to the injectors, and the coil. Normally, PCM will trip it for about 3 seconds at initial key on, same as the fuel pump relay. After that, it won't engage either unless it sees the engine turning. (crank sensor signal.) If the PCM isn't doing the initial prime, verify that the PCM is getting power everywhere it should.... and that with ignition on, you are seeing power at pin 85 on the fuel pump and asd relays.
