Default 84 dodge B350 V8 5.9L - Weak Spark, low Voltage to coil

Engine will crank with very weak spark. So far I have tried the following tests.

Failed Tests:
Spark plugs - little or no spark when cranking the engine using an inline spark tester
Coil - 6.3V I believe this should test at 12.5V.
Tests Within Specs:
Battery - 12.5V
Battery connectors - 12.5V
ECU cavity 2 - 12.5V
ECU resitance between cavities 4 and 5 - 300 ohms
Ballast Resistor 1.8 ohms
Coil primary resistance - 1.5 ohms
Coil secondary resistance - 8,580 ohms
What should I look at next?

See why you are getting low voltage to the coil. You are correct, it should show battery voltage.

I found that the problem was the starter relay. Replaced the starter relay and I am now getting 12.5V at the coil and from the coil wire that goes to the distributor. Still getting no spark. Not sure where to look next.
