Default Starting problem

I am going to buy a 1990 ram 150 4x4. . . and all the problems that come with it
One of these problems is that in order to start the thing, there is a wire connection between the battery and a component that sits on the firewall to the left ( facing the front ) of the airfilter. They guy had to do this in order to get it to start, so the wire drags across the engine compartment across the airfilter and to this component, I dont remember what it is called.
Does anyone have any ideas what the problem is and what I can do to fix it?

Sounds like He's running a hot wire across the engine to "jump" the starter solinoid
PICTURES PLEASE!!!!
By your description alone he could be jumping the starter solinoid or he could be putting 12V to the ASD relay output circut!!!!
More Info required!!!!

I am only going to pay 3 or 400 dollars for it so I dont mind spending a little money on it. I havent got any pictures yet but I can later if I get it. The owner believes that this problem is being caused by some frayed wiring, but he is not sure at all. I would really like to know what is causing this so I can figure out how much its going to cost for parts before I buy it.

What do you mean by the 12V thing?

Yes , I know that 12V means 12 volts. I wanted you to explain what you meant by this.

I found out that the battery is wired to the coil, and right now that is the only way to start it. What I can do is make that connection permanent and put a toggle switch in the cab - but I don't want to do this, I want it to work normally.

The circut that powers the coil (ASD relay circut)powers ALOT of sensors/relay's/injectors/fuel pump?
do you have a book? Chryslers database only goes back to '92
Are there any codes?
