Only time I've heard the term "restrictor plate" was in the movie Old School.

I thought the term Restrictor plate related to carborators or throttle bodies. In nascar every car runs the same restrictor plate so that they all have the same amount of air comming into the engine..just so that pople don't get the edge with big ones.

Quoted from http://nascar.about.com/library/weekly/aa041398.htm. The restrictor plate is a thin aluminum plate that fits between carburetor and the intake manifold. This plate limits the amount of air that can enter the engine, less air equals less horsepower and slower, safer races.

Not installed on normal production cars. Production vehicles are usually limited by ECU programing to cut fuel or spark at certain speeds.[:@]
