get some wd-40 and lube the cable going into the sheath (think of a bicycle brake cable). it's possable your t-cable could be rusting due to holes in the cable sheath or starting to fray, causing a higher than norm effort.
you need to find out if this is a norm pedal effort or if something is wrong. some cars just have a higher effort than others, not much you can do other than to change springs at the pedal (return spring) or throttle butterfly. if they work ok i'd leave them alone.
