Default 1999 Dodge Stratus

My friend is bringing his stratus over for a repair. The dash lights flicker and the gauge needles bounce around while he is driving. Any ideas on where to start looking. Battery? Altenator? I did check the serp. belt and that looks ok. Any info will help. Car has 148k.

Here is one Ideal, but this maybe not the problem.
Vehicle Issue The gauges are inoperative, there are MULTIPLE BUS codes in all of the modules. The ccd bus is normal though. 1995-2000 JA/JX.;The gauges are inoperative due to the CCD potentially being corrupt, this is not to be confused with an isolated gauge or bcm issue.
System or Component Cuts Out,Inoperative;Customer Concern (No DTCs),DTC / Error Message;Cluster / Mechanical Instrument Cluster (MIC/eMIC),Gauges,All Warning Lights;Interior;Yes - Continuously
Recommendation If the problem is intermittent there will be multiple ccd bus codes in all of the modules, if the problem is active, then you may have a NO RESPONSE from all of the modules (except the pcm). Please check the bus voltage on the CCD bus, it should be 2.5 volts, a corrupt ccd bus will cause the gauges not to work. You may find you have about 2.5 volts on the bus, but still, the gauges are inoperative, if so then unplug the Airbag Control Module (AECM). The AECM can lock up the bus, it will short the ccd bus (-) to the ccd bus (+), in turn the voltage will LOCK at 2.5 volts, and will cause the gauges not to operate. The ccd bus should always toggle. The BCM creates the ccd bus (bias & termination), if the ccd bus is short together it will not be able to terminate (toggle). Keep in mind anyone of the ccd bus modules, wires, or grounds can cause the bus to corrupt.
