2000 Stratus downshifts hard when stopping

2000 Stratus downshifts hard when stopping
Only when I am slowing down my 2000 Stratus lunges forward shifting hard from 4th to 3rd gear. It does this when in automatic or when using the auto stick to manually shift it. It's only that shift and only when down shifting. Any idea what is causing this problem?
