Just a tip, if it's boiling out it's not normal temprature. Is the fan coming on before it starts boiling?

Almost seems like a clogged coolant passage, or the water pump isn't circulating the coolant around. Best case is something a flush can fix, worse case is symptoms of major engine trouble.

How does your oil look?

You need to take it in to have a pressure flush done. A hose isn't going to create force enough to flush the system if there is a serious blockage. A clog that is deep in the system or in the heater core is going to need a pressurized system to ensure that everything is flowing correctly.

Fan should kick on before water is boiling. Have you replaced the water temp sensor? Sounds like it's not kicking the fan on when it needs to . Also showing normal temp when the water is clearly above 212F. Make sure to put antifreeze in there after you get it fixed. Water alone is not enough.

How fast does temperature rise? I mean from cold start to warm up.
You might have a blown head gasket.

If you know how, I would consider hotwiring the fan to keep it on 100% of the time then either let it run in the driveway or drive it around the block until the motor heats up and see if you have the same problem. If it goes away then you know where your problem is. If it continues then you know you have something else wrong....like the above suggestion, possibly a head gasket but that won't necessarily cause the water to boil over.
