Default 2 big problems?????????

Hey everybody I got a big problem and no one I know can figure it out. So I figured I would try this board out.

I have a 1985 Dodge Ram D150 with a 318. It has approx 110k on it.
Problem #1 Uses excessive gas I am getting MAYBE 5mpg as well all of the plugs are soaked with gas.

Problem #2 When engine is cold the truck doesnt run right. It dies, has a rough idle when it idles, if you give it gas it falls on its face but once warm it seems to smooth out and run like normal.

Things i have tried had carb rebuilt, the choke is operating like it should, new plugs and wires, distributor cap, and fuel filter.
I havent really tried anything else because no one really has a clue what to do next. Its just my work truck so i dont really want to pay a shop to look at it. So if you got any ideas please let me know.
Thanks

I know you said you did a carb rebuild, but double check your float level.

check the thickness of the carb base gasket. if its to thin the choke comes on to much.
