I have a 97 dodge 2500 with a 5.9l cummins (turbo). The problem is with the fuel shut-off solenoid. It will not hold the pump in the run position. I have checked all the appropriate circuits and everything tests good. I replaced the shut-down relay and still no change. Has anyone experienced this problem before. Is it possible that the plunger in the injection pump has shavings and is sticking. I can operate the injection pump lever by hand and it seems to be moving fine. If I disconnect the solenoid from the pump it holds the solenoid plunger in like it is supposed to, as soon as I hook it up to the pump it won't hold the plunger in. Thanks in advance.

this might be out there, what does the wireing harness look like. do the wires look rather frayed???
Ive seen this same thing where all electrical is fine, voltages and all, yet the car wont start. what it was is the main ground wire was going bad and couldnt handle the amperage needed to crank the engine.
try hooking up an amp-meter in the circuit to the solenoid and see what kind of juices are flowin.
