i have an 83 mirada, with a 340 in it, and with the thermojunk, it ran 14.70s with street tires, and muffler. i spoke with a reliable source, who said to adjust your velocity valve, the spring loaded adjustment on top which controls the valve.
my advice is to buy a barry grant.

Are you sure the carb is in good shape? Those things were notorious for cracking the resin body. You might try adjusting the accelerator pump, if that doesn't work the springs or the metering rods need to be changed.
Best way is to get something newer, like an Edelbrock or Holley for general performance. If you are going HiPo, then BadStratRt is right.
Good luck.

RE: thremo qauds
I had the same type of carb on My Aspen. I had a 1980 4 door. I rebuilt the original 318 with a few performance parts, and put a thermoquad on top. I got a 4 barrel intake off of an 85 police car, ordered a comp cams, HE 260 cam, double roller chain, rhoads lifters etc..... I rebuilt the Thermoquad, and it worked pretty good. those things came in a lot of different CFM ratings. I had a 625 cfm and it was great. I tried one from a 383 when I first got the engine together and it was a bit too big, 800 cfm I think. It had bigger jets, and causd a Bog out when I floored it from a dead stop. I got the 625 at a swap meet, got a good carburetor Kit, and rebuilt it. I did the same with the 800 but it was just too big.[>:]
