RAM OR CAI
generally "ram air" means that it has an induction system where the motion of the car traps air into a scoop of sorts...CAI just relocates the air filter to bring in cooler air.
That's it. The ram air is a mild version of forced induction since it grabs as much air as the scoop allows and uses the vehicles speed to force it into the engine, the faster you go the more it rams the air into it. As mentioned, CAI's simply relocate the induction point to somewhere outside the engine compartment, usually between the inner and outer fender and to the bottom of or just below the bottom of the vehicle. Since the ram air gets the air from outside the engine compartment as well, it's kind of an extreme version of a CAI and is by far the better of the two if done correctly.

That is pretty sad, but I've seen it as well. The friend of mine that had the '79 T/A replaced the 403 with a 350 after the 403 was locked up and he had one of those scoop and filter combos that bolts to the carburator on it in place of the factory shaker hood breather. The funny part was that it had to be put on backwards to fit through the opening in the hood, so it not only looked stupid it also served no function other than getting air from above the hood. The transmission leaked really bad when the 350 was put in it causing it to pour smoke from under the hood. He eventually sold it to the one that did the work on it, but it sounds to me like it was done wrong on purpose to lower the price. He got screwed many times over with that turd of a car.

No, I know the type though, it's an Edlebrock filter. It is a hilborn style scoop with the air filter built in, here is a picture of one just like the one he had (he had the shorter one):
